Appropriates $1,000,000 to the University of Central Arkansas from the General Improvement Fund for essential operations, education excellence support through scholarships and equipment, technology, community and economic development, and payment of claims.

Authorizes the University to supplement State Treasury funds with grants, donations including Federal funds, and unobligated cash income to finance project costs.

Prohibits using existing Maintenance and General Operations appropriations for any purposes funded by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency effective July 1, 2011, citing the Arkansas Constitution's prohibition on appropriations exceeding one year and the necessity for immediate agency operations.
