Appropriates $2,000,000 from the General Improvement Fund to East Arkansas Community College for constructing and equipping a Workforce Training Facility, including sidewalks, lighting, and landscaping.

Permits the college to accept and use grants, donations, and Federal funds, as well as unobligated cash income, to supplement State Treasury funds for the project.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Specifies that funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative records.

Declares an emergency effective July 1, 2011, citing constitutional limits on appropriations to one-year periods and the need for timely operation of essential governmental programs.
