Appropriates $1,500,000 to the Department of Human Services - Division of Child Care and Early Childhood Education for grants to support after school and summer programs in low income and rural school districts.

Grant funds support early childhood development, elementary literacy advancement, physical activity, nutrition programs, and emergency relief services for Arkansas children.

Authorizes the Division to adopt new rules and regulations to implement the appropriations without restriction by requirements applicable to other programs.

Permits the Division to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the full project costs.

Effective date of July 1, 2011, with an emergency clause declaring immediate implementation essential to agency operations and public welfare.
