Appropriates $75,000 to Crowley's Ridge Technical Institute from the General Improvement Fund for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Allows the institution to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and other applicable fiscal control laws.

Specifies that funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative proceedings.
