Appropriates $100,000 to the Arkansas Natural Resources Commission for grants supporting water and wastewater projects, levee repair, flood control, fire protection, and irrigation projects.

Appropriates $100,000 for matching grants to cities, counties, and planning districts for land acquisition, construction, industrial site development, waterway projects, rail spur construction, road and highway improvements, and water and sewer system improvements.

Allows the Commission to accept and use Federal funds, grants, and donations to supplement State Treasury funds for project financing without restricting funds designated for maintenance and general operations.

Permits the Commission to adopt new rules and regulations to implement the appropriations outside normal program requirements.

Takes effect July 1, 2011 under emergency clause authority due to Arkansas constitutional limitations on multi-year appropriations.
