Establishes maximum of 20 regular employees for the Department of Finance and Administration - Alcoholic Beverage Control Enforcement Division for fiscal year 2011-2012, including 1 Director, 1 Assistant Director, 17 Enforcement Officers, and 1 Administrative Specialist.

Appropriates $1,223,926 from the Miscellaneous Agencies Fund Account for state operations, including $813,477 for regular salaries, $256,649 for personal services matching, $151,200 for operating expenses, and $2,600 for capital outlay.

Appropriates $484,754 from federal funds for operating expenses including $100,754 for operational expenses, $10,000 for conference and travel, and $374,000 for grants and aid to combat underage drinking.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2011 to ensure continuous operation of the agency, noting the Arkansas Constitution prohibits appropriations for more than one year.
