Appropriates $100,000 to East Arkansas Community College from the General Improvement Fund for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Allows the college to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the full cost of projects.

Prohibits use of funds appropriated under this act for general maintenance and operations otherwise provided by the General Assembly.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in disbursing funds.

Declares the act effective July 1, 2011 as an emergency measure necessary for agency operations and essential governmental programs.
