Establishes maximum of 10 regular employees for the Arkansas Fair Housing Commission for fiscal year 2011-2012, including 1 director, 1 fiscal support supervisor, 1 chief investigator, 1 grants analyst, 5 investigators, and 1 administrative specialist III.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates of pay not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $703,449 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $358,081 for regular salaries, $40,000 for extra help, $131,822 for personal services matching, and $172,546 for maintenance and general operations.

Appropriates an additional $40,000 from the Arkansas Fair Housing Commission Trust Fund for operating expenses.

Declares the Act effective July 1, 2011 as an emergency measure necessary for the agency's continued operation.
