Appropriates $30,000 to the Department of Human Services for domestic violence shelter grants payable from the General Improvement Fund.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation and maintenance to provide crisis intervention, safe shelter, social/legal advocacy and support services.

Allows the Department to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Authorizes agencies to supplement state funds with grants, donations, and Federal funds, and prohibits using existing Maintenance and General Operations funds for these purposes.

Declares an emergency effective date of July 1, 2011 to ensure continuity of essential governmental programs.
