Appropriates $20,000 to the Department of Human Services from the General Improvement Fund for grants to community-based programs covering personal services, operating expenses, equipment, supplies, and maintenance costs.

Allows the Department to adopt new rules and regulations to implement the appropriation without restrictions from requirements applicable to other programs currently administered.

Permits recipient agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing, provided that regular maintenance and operations funds are not redirected for this purpose.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws when disbursing funds, unless specifically exempted by law.

Declares an emergency effective July 1, 2011, to ensure the appropriation takes effect as needed for agency operations and essential governmental programs.
