Appropriates $30,000 to the University of Arkansas for Medical Sciences from the General Improvement Fund for personal services, operating expenses, equipment, supplies, maintenance, and grants to domestic violence organizations.

UAMS may supplement state funds with grants, donations, and federal funds to cover project costs, but existing maintenance and operations funds cannot be redirected for this purpose.

All disbursements must comply with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations unless otherwise specified by law.

Funds must be used in accordance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.

Act becomes effective July 1, 2011, with an emergency clause declaring that implementation on that date is essential to agency operations.
