Appropriates $100,000 to the University of Arkansas for Medical Sciences from the General Improvement Fund for operating expenses, construction, renovation, maintenance, critical maintenance, equipment, supplies, and library resources.

Permits UAMS to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Directs that funds be used only for purposes stated in budget manuals, agency requests, executive recommendations, and legislative recommendations documented by the Department of Finance and Administration.

Declares an emergency effective date of July 1, 2011, citing constitutional restrictions on appropriations and the need for immediate agency operation.
