Appropriates $2,000,000 to the University of Arkansas at Little Rock from the General Improvement Fund for operation, maintenance, equipment, and facilities of the Nanotechnology Center.

Permits the University to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the full project costs.

Requires all disbursement to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations.

Directs that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive and legislative recommendations, and official Legislative Council or Joint Budget Committee minutes.

Declares an emergency effective July 1, 2011, citing constitutional restrictions on multi-year appropriations and the need for immediate funding to operate the agency.
