Establishes a maximum of 10 regular employees for the State Board of Cosmetology for fiscal year 2011-2012, including 1 Director, 1 Business Operations Specialist, 1 Administrative Specialist III, 5 Cosmetology Inspectors, and 2 Administrative Specialists I.

Appropriates $718,598 from the Cosmetology Operating Fund for personal services and operating expenses, including $312,440 for regular salaries, $115,988 for personal service matching, $251,321 for operating expenses, $6,349 for conferences and travel, and $32,500 for professional fees.

Appropriates an additional $40,000 from cash funds deposited in the State Treasury for disciplinary hearing operating expenses for fiscal year 2011-2012.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2011, citing the constitutional prohibition on appropriations exceeding one year and the essential nature of these funds to agency operations.
