Appropriates $150,000 from the General Improvement Fund to the Department of Human Services for grants to community-based service providers.

Grant funds cover personal services, operating expenses, maintenance, equipment, food, and supplies for providers offering food bank services, home-delivered meals, and client representation and assistance.

Authorizes the Department of Human Services to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other programs.

Permits the Department to accept and use federal grants, donations, and unobligated cash income to supplement state funds, but prohibits use of existing agency maintenance and operations funds.

Becomes effective July 1, 2011, with an emergency clause declaring immediate effectiveness necessary for essential governmental programs.
