Appropriates $1,000,000 to National Park Community College from the General Improvement Fund for construction, upgrades, equipment, maintenance, personal services, and operating expenses.

Allows the college to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations in fund disbursement.

Directs that funds be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations.

Effective July 1, 2011, with emergency clause citing the state constitutional prohibition on multi-year appropriations and the need for immediate operational funding.
