Appropriates $100,000 to the Economic Development Commission from the General Improvement Fund for grants to Arkansas Boys and Girls Clubs for operating, construction, improvements, equipment, renovation and maintenance expenses related to youth program activities.

Authorizes the Economic Development Commission to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other programs.

Permits grant recipients to supplement state funds with federal grants, donations, and unobligated cash income, but prohibits using existing Maintenance and General Operations funds for these purposes.

Requires strict compliance with state purchasing, accounting, budgeting, and fiscal control laws in disbursing the appropriated funds unless specifically exempted by law.

Declares an emergency effective July 1, 2011, citing the constitutional one-year limit on appropriations and the need for immediate agency operations.
