Appropriates $100,000 to the Department of Rural Services for grants to Arkansas Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with youth program activities.

Appropriates $100,000 for grants to fire departments, counties, municipalities, or other eligible entities for fire protection and improvements to public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts and may be supplemented with grants, donations, and Federal funds.

Appropriations and funds for Maintenance and General Operations of the agency or institutions receiving appropriation shall not be used for purposes appropriated in this act.

Act becomes effective July 1, 2011, with an emergency clause declaring the effectiveness essential to agency operations.
