Appropriates $100,000 to the Department of Human Services - Division of Aging and Adult Services for Senior Olympics grants covering construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance.

Funds shall be paid from the General Improvement Fund or its successor fund or fund accounts.

Authorizes the Department to adopt new rules and regulations to carry out the appropriation without restriction by requirements applicable to other programs.

Permits institutions to accept and use grants, donations, and Federal funds to supplement State Treasury funds for project financing, provided maintenance and general operations funds are not used for these purposes.

Effective date of July 1, 2011 is declared an emergency necessity to ensure proper agency operation and provision of essential governmental programs.
