Appropriates $4,000,000 to the University of Arkansas for the Arkansas School for Mathematics, Sciences and the Arts for construction, renovation, maintenance, personal services, equipment, and operational expenses.

Funds must be drawn from the General Improvement Fund or successor fund accounts, with no contracts awarded or obligations incurred exceeding available State Treasury funds.

Institutions may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income, but existing Maintenance and General Operations appropriations cannot be used for these purposes.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Act takes effect July 1, 2011, declared an emergency to ensure essential governmental program operations and administration.
