Appropriates $250,000 from the General Improvement Fund to the University of Arkansas for Medical Sciences as a grant to Radiation Therapy Institutes for providing radiation therapy services.

Permits institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income to cover project costs, provided Maintenance and General Operations funds are not diverted.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursing appropriated funds.

Directs that disbursed funds comply with stated reasons for the appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative testimony.

Declares an emergency effective July 1, 2011, citing the one-year appropriation requirement in the Arkansas Constitution and the need for immediate operational funding.
