Appropriates $100,000 to Pulaski Technical College from the General Improvement Fund for tutoring and academic intervention services provided by Student Success Centers.

Prohibits contracts and obligations exceeding available State Treasury funds, but allows institutions to accept and use grants, donations, and Federal funds to supplement the appropriation.

Requires all State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws to be strictly followed in disbursement of funds.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2011, citing the State Constitution's one-year appropriation limit and the essential need for immediate operation of the agency.
