Appropriates $250,000.00 from the State Highway and Transportation Department Fund to the Arkansas State Highway and Transportation Department for payment to Michael B. Turner.

Designates the Clerk of the State Claims Commission as the disbursing officer responsible for distributing warrants and making payments to claimants for fiscal year 2010-2011.
