Reorganizes § 9-11-208 to clarify that Arkansas does not issue marriage licenses to persons of the same sex and voids any same-sex marriages from other jurisdictions, while allowing employers to extend benefits to domestic partners of employees

Restructures § 9-11-804(a)(2) and (a)(3) to properly subdivide covenant marriage requirements, including required counseling affidavits and notarized signatures of both parties

Repeals obsolete constitutional reference in § 9-15-211 regarding chancery court and circuit court jurisdiction

Makes technical corrections to family preservation services definitions, adult assessment procedures, juvenile restraint provisions, parental responsibility training requirements, and permanency planning hearing goals throughout Title 9
