Appropriates $1,000,000 from the General Improvement Fund to North Arkansas College for construction, renovation, furnishing, and equipping of general purpose academic classrooms, faculty offices, and science/technology/engineering/mathematics laboratories.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the college to supplement with grants, donations, Federal funds, and unobligated cash income to cover full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the Act effective July 1, 2011 to ensure immediate agency operations and prevent irreparable harm to governmental programs.
