Appropriates $250,000 to Arkansas State University from the General Improvement Fund for acquisition, reconstruction, equipping, maintenance, and operations of historic buildings at the Historic Dyess Colony/Johnny Cash Boyhood Home Heritage Sites.

Permits the university to accept and use grants, donations, and Federal funds to supplement state appropriations and finance the full project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in disbursement of funds.

Specifies that existing maintenance and general operations funding for the university cannot be used for purposes appropriated in this act.

Declares an emergency clause making the act effective July 1, 2011, citing the state constitutional prohibition on appropriations exceeding one year.
