Appropriates $100,000 from the General Improvement Fund to the Economic Development Commission for grants to Arkansas Planning and Development Districts.

Eligible grant uses include land acquisition, construction, renovation, equipment purchase, industrial site development, intermodal facilities, rail spurs, road and highway improvements, environmental mitigation, and water and sewer system improvements.

Appropriations are not restricted by requirements applicable to other programs; new rules and regulations may be adopted to implement the act.

Contracts and obligations may only be awarded within available State Treasury funds, though recipients may supplement with grants, donations, Federal funds, and unobligated cash income.

Act takes effect July 1, 2011 and declared an emergency due to constitutional one-year appropriation limits and essential agency operations.
