Appropriates $25,000,000 from the General Improvement Fund to the Department of Parks and Tourism for a grant program to develop, construct, and maintain a United States Marshals Museum.

Requires eligible grant recipients to be nonprofit 501(c)(3) organizations with a mission to create a national center of heritage and legacy dedicated to United States Marshals within Arkansas.

Authorizes recipient institutions to accept and use federal grants, donations, and unobligated funds to supplement state appropriations, provided existing agency maintenance and operations funds are not diverted.

Establishes that funding for the museum construction and maintenance serves public purposes benefitting education, tourism, economic development, and job creation in the state.

Takes effect July 1, 2011 and expires June 30, 2012, with an emergency clause declaring immediate effectiveness necessary for agency operations.
