Reorganizes and renumbers definitions in Arkansas real estate licensing law, including "principal broker," "associate broker," "executive broker," "salesperson," and "real estate" to clarify scope and eliminate redundancy.

Establishes "unlicensed real estate activity" as a defined term meaning offering or engaging in real estate practices without a valid active Arkansas license, and makes such activity a Class D felony.

Creates civil penalty authority allowing the Arkansas Real Estate Commission to impose fines up to $5,000 and assess costs against persons engaged in unlicensed real estate activity after notice and hearing.

Clarifies civil jurisdiction by allowing injunction actions to be brought in Pulaski County Circuit Court or any circuit court where the violator resides or does business, with standing for the commission, its designee, or any licensee in the county.

Amends multiple sections to update cross-references reflecting the renumbered definition of "principal broker" activities from subdivision (12) to subdivision (9).
