Appropriates $100,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants.

Grants may be used for construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance of Senior Citizen Centers.

Allows the department to adopt new rules and regulations to carry out the intent of the appropriations without being restricted by requirements applicable to other programs.

Permits agencies to supplement state funds with grants, donations, and federal funds, provided that regular maintenance and operations funding is not diverted for these purposes.

Declares the act effective July 1, 2011 as an emergency measure necessary for agency operations.
