Appropriates $50,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for fire protection infrastructure and community facilities including public buildings, community centers, parks, amphitheaters, recreation centers, and cemeteries.

Appropriates $50,000 for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management program expenses.

Allows recipient institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs.

Permits the Department of Rural Services to adopt new rules and regulations to carry out the appropriations without being restricted by requirements applicable to other programs.

Establishes an emergency effective date of July 1, 2011 to ensure immediate operation of funded agencies.
