Appropriates $40,000 to the University of Arkansas - Criminal Justice Institute from the General Improvement Fund for the fiscal year ending June 30, 2012.

Funds may be used for personal services, operating expenses, improvements, renovation, and purchase of equipment.

Institutions may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to cover full project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Act becomes effective July 1, 2011 as an emergency measure to ensure continued agency operations.
