Appropriates $700,000 to the Department of Finance and Administration - Disbursing Officer for construction, operating expenses, maintenance, renovation, equipment purchase, and improvements to the Arkansas Sports Hall of Fame

Permits the Arkansas Sports Hall of Fame to accept and use grants, donations, and Federal funds, as well as unobligated cash income to supplement State Treasury funds for project financing

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws when disbursing funds

Establishes that funds must be used in accordance with stated reasons in Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative proceedings

Declares an emergency effective July 1, 2011, to ensure the appropriation is available for agency operations within the fiscal year as required by the Arkansas Constitution
