Appropriates $120,000 to the Department of Education - Arkansas State Library for a grant covering personal services, operating expenses, professional fees, and equipment purchases for the Encyclopedia of Arkansas History and Culture Project.

Funds are payable from the General Improvement Fund or its successor fund accounts and not subject to restrictions applicable to other state programs.

Authorizes the receiving agency to accept and use grants, donations, and Federal funds to supplement State Treasury funds, but prohibits use of the agency's existing Maintenance and General Operations appropriations.

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and fiscal control laws in fund disbursement.

Effective July 1, 2011 as an emergency measure to ensure proper operation of the agency and prevent irreparable harm to essential governmental programs.
