Appropriates $150,000 to the Arkansas Department of Aeronautics from the General Improvement Fund for grants covering construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of airports.

Allows the department to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other programs.

Permits the department to accept and use grants, donations, and Federal funds to supplement state treasury funds for project financing, while prohibiting use of maintenance and general operations funds for these purposes.

Requires compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and other fiscal control laws unless specifically exempted by law.

Declares an emergency effective July 1, 2011, citing the constitutional prohibition on multi-year appropriations and the need for immediate funding to maintain essential government operations.
