Appropriates $980,000 to the Department of Human Services - Division of Behavioral Health for grants to community-based mental health providers for personal services, operating expenses, construction, improvements, equipment, renovation and maintenance of regional service initiatives using evidence-based practices to introduce new service technologies into the adult public mental health system.

Appropriates $780,919 to the Department of Human Services - Division of Behavioral Health for grants to community-based mental health providers for personal services, operating expenses, construction, improvements, equipment, renovation and maintenance of community-based programs and institutional delivered services.

Authorizes the Department to adopt new rules and regulations to carry out the intent of the General Assembly without restrictions applicable to other programs currently administered.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2011, finding that the appropriations are essential to agency operations and that delayed implementation could cause irreparable harm to essential governmental programs.
