Requires the Department of Human Services to increase enrollment and improve retention of eligible uninsured children under 19 years of age in ARKids First A and B programs by minimizing administrative barriers and designing streamlined application and renewal processes.

Mandates use of existing program databases including SNAP, child care subsidies, Arkansas Better Chance, National School Lunch Program, Social Security Administration, and Department of Workforce Services to obtain income information for eligibility determination and renewals.

Requires the renewal process to rely primarily on data matches, online submissions, and telephone interviews, with a pre-populated renewal form as a backup method when other options are unavailable.

Establishes identical application and renewal verification processes for ARKids First A and B programs, and allows implementation of 12-month continuous eligibility for children 19 years old and younger in ARKids First A when federal financial participation is available.

Requires the pre-populated renewal form to be developed and tested by August 30, 2011, in compliance with federal Children's Health Insurance Program Reauthorization Act of 2009 requirements for performance bonus payments.
