Appropriates $200,000 to Arkansas State University - Newport from the General Improvement Fund for construction costs of an instructional and general purpose building addition at Jonesboro Technical Center.

Allows institutions to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for financing project costs.

Prohibits use of appropriations designated for Maintenance and General Operations to support purposes funded by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency clause making the act effective July 1, 2011, citing constitutional restrictions on appropriations lasting more than one year.
