Appropriates $50,000 from the General Improvement Fund to the University of Arkansas for Medical Sciences for purchasing equipment for the Cancer Institute.

Requires all contracts and obligations to comply with State Treasury fund availability and applicable state purchasing, accounting, budgeting, and fiscal control laws unless otherwise specified by law.

Permits the University to supplement the appropriation with grants, donations, Federal funds, and unobligated cash income, but prohibits using Maintenance and General Operations funds for these purposes.

Declares an emergency effective July 1, 2011, based on constitutional restrictions limiting appropriations to one-year periods and the need for immediate agency operation.
