Appropriates $212,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities.

Grants may be used for fire protection, operating, construction, improvements, equipment, renovation, and maintenance expenses for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, and cemeteries.

Allows institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Declares an emergency effective July 1, 2011, stating the appropriation is essential to agency operations and immediate preservation of public peace, health, and safety.
