Appropriates $10,000 to the University of Arkansas at Pine Bluff for personal services, operating expenses, supplies, materials, and programmatic expenses of the Literacy Institute, payable from the General Improvement Fund.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds.

Restricts use of maintenance and general operations appropriations for purposes other than those specified in the act.

Requires strict compliance with state purchasing law, accounting and budgetary procedures law, revenue stabilization law, and other applicable fiscal control laws in fund disbursement.

Declares the act effective July 1, 2011 as an emergency measure necessary for agency operations and preservation of essential governmental programs.
