Appropriates $100,000 from the General Improvement Fund to the University of Arkansas for the Arkansas Archeological Survey for renovation, maintenance, personal services, equipment, and operational expenses

Allows the University to supplement the state appropriation with grants, donations, Federal funds, and unobligated cash income to cover project costs

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, letters, and legislative minutes of the Arkansas Legislative Council or Joint Budget Committee

Declares the act effective July 1, 2011 as an emergency measure necessary for the agency's continued operation
