AR SB660

Appropriates $3,000,000 to Henderson State University from the General Improvement Fund for construction, acquisition, renovation, furnishing, personal services, maintenance, and equipment.

Permits the university to accept grants, donations, Federal funds, and use unobligated cash income to supplement state funding for project costs.

Prohibits maintenance and general operations appropriations from being used for purposes covered by this act.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Declares an emergency clause making the act effective July 1, 2011, to ensure continuous agency operations during the fiscal year.
