Appropriates $50,000 to the Department of Rural Services from the General Improvement Fund for grants supporting water and wastewater projects, levee repair, flood control and drainage projects, fire protection services, and irrigation projects.

Allows the Department to use grants, donations, Federal funds, and unobligated cash income to supplement state funds for project financing, but prohibits using the agency's maintenance and general operations funds for these purposes.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws in disbursement of funds unless otherwise specified by law.

Directs that funds be disbursed in compliance with stated reasons in agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.

Declares an emergency effective July 1, 2011, based on constitutional restrictions on multi-year appropriations and the essential need for immediate agency operations.
