Amends Arkansas Code § 6-17-811 to revise definitions related to high-priority school district teacher incentive programs

Clarifies that "national school lunch students" refers to enrolled students from low socioeconomic backgrounds based on free or reduced-price meal eligibility as determined on October 1 of each previous school year

Allows teachers in consolidated or annexed school districts to continue receiving high-priority district funding if all districts involved in the consolidation or annexation were high-priority districts in the immediately preceding school year, even if the resulting district has 1,000 or more average daily membership students

Requires the State Board of Education to determine qualifying high-priority districts by April 15 of each year

Expands the definition of "teacher" to include guidance counselors and librarians who spend 70% of their time working directly with students in a classroom setting
