Appropriates $1,000,000 from the General Improvement Fund to the Department of Parks and Tourism for grants to state museums and cultural centers.

Grants may be used for personal services, operating expenses, construction, renovations, acquisitions, maintenance, upgrade, repair, and equipment purchases.

Department may adopt new rules and regulations to carry out the appropriations without restrictions from requirements applicable to other programs.

Funds may be supplemented with federal grants, donations, and unobligated cash income, but existing Maintenance and General Operations funds cannot be redirected for these purposes.

Act becomes effective July 1, 2011, with emergency clause declaring immediate effectiveness necessary for proper agency operation.
