Reestablishes the Joint Interim Oversight Committee on Higher Education Reform, composed of seven Senate members and seven House members appointed by their respective education committee chairs.

Committee members shall receive per diem and expenses at the same rate as General Assembly interim committee members, with a Senate cochair and House cochair serving two-year terms.

Committee duties include reviewing policy issues on education acceptability systems, postsecondary educational reform, state and federal fund usage, agency coordination, and evaluation of innovative higher education projects.

Requires state-supported institutions to develop faculty performance review frameworks including post-tenure review, with reports due to the Joint Interim Oversight Committee on Higher Education Reform by December 1, 1998, and implementation by January 1, 2001.

Amends reporting requirements to direct the education division to provide annual school performance reports to the Joint Interim Oversight Committee on Higher Education Reform along with relevant House and Senate interim committees.
