Appropriates $100,000 from the General Improvement Fund to the Arkansas Science and Technology Authority for a grant to the Arkansas Discovery Network for personal services, operating expenses, construction, equipment, improvements, and maintenance expenses.

Allows the Arkansas Science and Technology Authority to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Permits recipient institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursing appropriated funds.

Declares the Act effective July 1, 2011 as an emergency measure necessary for essential governmental operations.
