Appropriates $600,000 to the University of Arkansas for the David and Barbara Pryor Center for Oral and Visual History for personal services, operating expenses, equipment, and maintenance.

Funds to be paid from the General Improvement Fund or successor fund accounts, with authorization to supplement with grants, donations, Federal funds, and unobligated cash income.

Prohibits use of existing Maintenance and General Operations appropriations for purposes covered by this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares emergency effective July 1, 2011, citing constitutional limits on appropriations to one-year periods and essential need for agency operations.
