Appropriates $300,000 from the General Improvement Fund to Pulaski Technical College for personal services, maintenance, and operations of Student Success Centers.

Permits the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement the appropriated State Treasury funds.

Requires all disbursements to comply with Arkansas State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations.

Establishes that appropriated funds must be used only for the stated purposes outlined in Agency Requests, Executive Recommendations, and Legislative Recommendations in budget manuals and legislative minutes.

Declares an emergency and makes the appropriation effective July 1, 2011, citing the constitutional one-year limit on fund appropriations and the essential need for immediate operation of the agency.
